Hawaii
Hawaii licenses adult residential care homes (ARCHs) in two tiers. Type I homes serve five or fewer residents (six at the department's discretion) and Type II homes serve six or more, including elders and people with mental illness or disabilities. An 'Expanded ARCH' license lets a home serve residents who need nursing-facility-level care. Community care foster family homes are a separate, smaller Medicaid-oriented option certified for one to three residents.

Key requirements
- Type I ARCH: the primary caregiver or operator must be a certified nurse aide who has completed a state-approved training program (HRS § 321-15.6)
- DOH minimum qualifications for an ARCH licensee: at least a nurse aide, one year of full-time direct-care experience in a licensed facility or agency, at least 21 years old, Hawaii resident, and completion of DOH-approved ARCH training modules
- Admission policies must document each resident's medical and personal history
- CCFFHs are certified for up to three residents
