Oregon's board-and-care model is the adult foster home: a single-family residence giving 24-hour care to no more than five unrelated adults. Licenses are Class 1, 2 or 3 based on caregiver qualifications and how much ADL help residents need. Settings with six or more residents are licensed as residential care or assisted living facilities (OAR 411-054). Local APD offices license adult foster homes, except in Multnomah County, which licenses its own.

Key requirements

  1. No more than five adults who need care and are unrelated to the licensee and resident manager (OAR 411-049).
  2. Before licensure: orientation, the 'Ensuring Quality Care' course and exam, CPR/First Aid, and dementia training. LGBTQIA2S+/HIV training is also required and must be renewed every two years (OAR 411-049).
  3. Licensees, administrators, resident managers and shift caregivers need at least 12 hours of training a year (OAR 411-049).
  4. All subject individuals need an approved background check before working or living in the home, renewed every three years (OAR 411-049).
  5. Class 3 homes may serve residents who need full help with four or more ADLs, limited to one bed-care resident (OAR 411-049).
